Description

The Toll collector reports directly to the Toll Supervisor/Shift Supervisor and shall have the responsibility to perform the duties of accurate vehicle classification, toll collection, money handling, public relations and other tasks in such a way that passage by the user through the Toll Plaza is achieved in an efficient manner.

 

TOLL COLLECTORS’ ROLES AND RESPONSIBILITIES:

  • Collection of Toll: To ensure that the toll amount of toll collected is equivalent to the number of vehicles transacted according to their class and mode of payment during the duration of the collector’s shift.
  • To record and prepare relevant reports on toll collection.
  • To record in the Shift Report (T1.00) every transaction this gives rise to a discrepancy in the collection.
  • To carry out the cash counting and reconciliation at the End-of-Shift and surrender the day’s collection to the Cashier.
  • Maximize Traffic movement from the Toll window
  • Minimize error in identification of the vehicle category entered during collecting toll charge
  • Minimize absenteeism and increase work efficiency
  • Smooth and clear cash payment process on the toll window
  1. According to vehicle class
  • The toll collector is required to ensure that the toll collected is as per the vehicle class and its respective toll fare.
  • Payment of toll fare for a vehicle is determined by the following:
  • The number of axles on the vehicle
  • Category of vehicle, that is:-

Class 1: Car, Passenger Van and Jeep

Class 2: Light Commercial Vehicle and Mini-Bus

Class 3: Truck and Bus

Class 4: Heavy construction Machinery (HCM), Earth moving equipment (EME), Multi-axle Vehicle (3 -6 axles)

Class 5: Oversized Vehicles

  • Exceptional Cases
  1. If one vehicle is towing another, the toll fare is the fare of both vehicles according to their classes.
  2. If vehicle/vehicles are being transported on another vehicle (flatbed), then only the class of the transporting vehicle is classified and charged.
  1. Toll Exampted Vehicles
  • The Toll Collector is required to correctly determine and identify the types of vehicle exempted from toll payment accurately and carry out the exemption transaction

The following lists of vehicles are exempted from the payment of toll:

Vehicles having “VIP” symbols or officially belonging to:-

  • President of India
  • Vice-President of India
  • The Prime-Minister of India
  • The Chief-Justice of India
  • Governor of a State
  •  Lt. Governor of a Union Territory
  • The union Minister
  • The Chief Minister
  • The Judge of Supreme court
  • The Chairman of the council of state
  • The speaker of house of people
  • The Chairman of the legeslative council of state
  • The Chairman of the legeslative assembly of state
  • The Chief Justice of High court
  • Judges of High court
  • Ministers of state and
  • A Foreign dignitary on State visit
  • The minister of defence including those which are eligible for exemption according to Indian toll (Army and Air force Act) and the rules made there under as extended to NAVY also.
  • The central and State armed forces in uniform including para-military forces and police
  • An executive Magistrate
  • A fire fighting department or organisation
  • The National Highway Authority or any other organization of person using such vehicle for inspection, survey, construction or operation and maintenance there off; and
  • Used as Ambulance
  1. Responsibilities in Cash Payment process
  • The cash payment received is to be authenticated by the toll collector to be legal tender and genuine, and should contain all the security features as per the guidelines provided by the National Bank of India and as revised from time to time. If a suspected forged or damaged note is presented as payment, the note is to be rejected politely and a replacement note is to be requested from the customer with an appropriate apology.
  • The authenticity of each cash payment received is to be determined through the used of the ultra-violet ray money detector provided at the lane.
  • It is the responsibility of each toll collector to ensure the authenticity of each note payment that is received. Any forged or damaged note accepted as payment by the toll collector out of carelessness while on duty will have to be replaced by the toll collector. 
  1. Work Instructions for Shift Duty:

Each and every toll collector reporting for duty responsible for:

  • To ensure consistency in work practices and ensure smooth operations from the begining of shift until the end of shift.
  • All personal belongings are to be placed in lockers provided by the Company at the toll building
  • Ensure that the staff uniform provided is clean and neat.
  • Ensure that one is well groomed.  Hair should be above collar length and neatly combed and fingernails are to be kept short and clean.
  • Shoes are to be well polished and should conform with company guidelines.
  • Personal jewellery such as rings, bangles and bracelets are prohibited to be worn at the lanes.
  • Report to the Supervisor to receive briefing (if any) before the start of shift.
  • Collect keys for lane assigned and toll kit.

Commencement of Duties:

  1. Collection of Float Money
  • Toll collector is to collect the float money from the Cashier and shall count and verify the the amount of float is correct.  The float money should amount to Rs. 2,000.00.  Upon confirmation of the receipt, toll collector is to sign the ‘Lane Register’ acknowledging receipt of the lane keys and float money.
  1. Reporting to lane:
  • Ensure that all equipment in the booth such as money detector, air-conditioner, air curtains, drawers and stools and all lane equipment are in good and functioning order.
  • The toll booth is to be neat and clean and keys to toll booth and drawers are in working condition
  • To report to the Toll Supervisor if any of the items are not in satisfactory condition and to record all defects/complaints in Form T1.00
  • To report any money/collection left by the previous shift and found in the toll booth.
  1. Start of Job
  1. TCC displays ‘Lane Closed’
  2. Key-in Password to sign in and record the start time in Form T1.00
  3. TCC will display ‘Open Barrier’
  4. Lane Attendant will open the Main Barrier
  5. TCC will display “Press Lane Open’
  6. Press ‘Open’ option and intercom the Toll Supervisor of commencement of duty
  7. Start transactionsTransactions
  1. Cash Transactions
  1. Press the correct Vehicle Class
  2. Receive Cash from user
  3. Return Change, if any and press ‘Accept’
  1. Monthly Pass Transactions
  1. Select the correct Vehicle Class
  2. Select ‘Monthly Pass’
  3. Collect the discounted fare as per the rates
  4. Press ‘Accept’
  1. Smartcard Transactions
  1. Select the correct vehicle class
  2. Receive Smartcard from user
  3. Place the Smartcard on the Reader
  4. Press ‘Accept’
  5. Return Card to user

Reminder: If the card cannot be read due to expiry, blacklisted or wrong vehicle class, the following should be carried out:

  1. Intercom the Toll Supervisor
  2. Inform Toll Supervisor of the problem
  3. Inform user of the problem
  4. Request for Cash payment from user
  5. Request user to report to POS Counter for assistance
  1. Exemption Transactions
  1. To be used when an exempted vehicle arrives at lane
  2. Press the Vehicle Class
  3. Press ‘Exempted’ and request for appropriate identity
  4. Record the details in Form T1.00
  5. Press ‘Accept’
  6. Intercom TS to inform of the exemption transaction
  1. Convoy Transactions
  1. Press ‘Convoy’ button at the start of the first vehicle
  2. Inform TS of the convoy passages
  3. Press ‘Convoy button again at the end of the last vehicle in the convoy
  4. Record the number of vehicles that passed through under convoy in the Form T1.00
  1. Violation Transactions
  1. Vehicles that pass through the toll lanes without payment and authority are not treated as exemptions
  2. Record the Time, Vehicle Class, Vehicle description (color and model), and Vehicle registration Number in Form T1.00
  3. Inform TS through the intercom of the violation.
  1. Wrong Vehicle Classification Transactions

To be used if the vehicle Class is wrongly selected

Example:  Wrongly Press Class 4 for Class 3

  1. Press the correct vehicle class (Class 3)
  2. Continue collection as per payment type
  1. Wrong Vehicle Classification but ‘Accept’ button pressed

To be followed if wrong classification occurs and ‘Accept’ button is pressed.

Example: Press Class 4 for Class 3 and ‘Accept’ button is pressed.

A note has to be recorded in Form T1.00; C3 pressed C4 = - Rs

  1. Violation/Short-paid

Press ‘Accept’ button

Record Time, Vehicle Details in Form T1.00

Record the discrepancy/short-paid amount

Intercom TS to inform of short-payment

All exceptional transactions are to be reported to the Toll Supervisor through the intercom.

  1. Bleed-Offs

Bleed-Offs are conducted periodically to minimise the cash holding at the lanes in the interest of the safety of the toll collectors.

  1. Toll Collector requests Toll Supervisor for float recovery/bleed-off in cases where the time is not pre-determined.  In cases where the time is stipulated, the Cashier will arrive at the booth for the same.
  2. During the time when the float recovery/bleed-off is being conducted, the Supervisor advises the Lane Attendant to close the affected lane.
  3. The ATL turns red and the main barrier of the lane is closed.
  4. The Toll Collector is to clear any vehicles still in queue.
  5. Toll Collector counts the cash to be bleed-off and hands over to the cashier and signs off on Form
  6. Upon completion of the bleed-off, the Toll Collector requests permission from the Toll Supervisor to re-commence toll collection.
  7. The Supervisor informs the Lane Attendant and the entry barrier is re-opened and the ATL is returned to green.
  8. Toll collection process is resumed.
  1. Rest Breaks

The toll collectors’ rest breaks are scheduled by the Toll Supervisor in a staggered manner and are dependent on the working time and operations requirements.  After the rest breaks, the toll collectors are to return to the lane to resume their duties.

There are two scenarios:

  1. Rest with no replacement at lane
  1. TS will inform Lane Attendant to close the lanes
  2. Change the ATL to Red
  3. Finish transacting all vehicles still in the lane/queue
  4. Place all collections in the drawer provided and lock the drawer
  5. Report to the toll plaza building through the tunnel
  1. Rest with replacement by another Toll Collector at lane
  1. TS will inform Lane Attendant to close the lanes
  2. Change the ATL to Red
  3. Finish transacting all vehicles still in the lane/queue
  4. Press ‘End’ and ‘Enter’
  5. Exchange Cash Tray with empty cash tray from the drawer.
  6. Place all collections in the drawer provided and lock the drawer
  7. Report back to the toll plaza building through the tunnel

(Note: Replacement Toll Collector will sign-in as per Start of Job)

  1. End of Duty at Lane

Upon instructions by the Toll Supervisor to end duty at lane, the Toll Collector is to :

  1. Change the ATL to Red
  2. Lane Attendant will close the Main Barrier
  3. Finish transacting all vehicles still in the lane/queue
  4. Press ‘End’ followed by ‘Enter’
  5. Collect all the cash collection and place into the bag provided along with all Forms , lane and drawer keys and toll kit
  6. Ensure no collection is left behind in the drawers and table top and floor
  7. Leave the toll booth in a clean and tidy state
  8. Report to the toll plaza building through the tunnel

Reminder:The Toll Collector who last left the toll booth will be held responsible for any previously unreported damages to any equipment, cleanliness of the toll booth and any money left behind.

  1.  Final Cash-up
  1. At the cash up room, count the balance money and fill in the cash declaration sheet for the final cash up.
  2. The final cash up amount is entered into the system and the money is surrendered to the shift Cashier.
  3. When the final cash up is over the Accounts Manager / Auditor prints the collection summary of each Toll Collector.
  4. The Final cash up amount is compared against the base revenue generated by the system.  Both the figures must tally; if the figures do not tally, there will be either a shortage or surplus.
  5. In case of any shortage (declared amount is less than base revenue) or surplus (declared amount is more than the base revenue), the discrepancy has to be reconciled.
  6. In the event the discrepancy cannot be reconciled, any shortage amount will be debited at the end of the month from the salary of the Toll Collector.
  7. Undergo security check while leaving the cash up room and proceed to the change room to change out of uniform and collect personal belongings.
  8. Clock-out from the attendance clock
  9. Shift has officially ended.
